Captain Hugues Canuel, RCN, PhD is a career naval officer who currently serves as Defence Advisor at the High Commission of Canada in Singapore, following his employment as Defence Attaché at the Embassy of Canada in Tokyo (2018-2022). He completed a PhD in War Studies at the Royal Military College of Canada (2018), where he was also appointed Adjunct Associate Professor of History in 2021. That same year, the Naval Institute Press published his doctoral thesis under the title The Fall and Rise of French Seapower: France's Quest for an Independent Naval Policy, 1940-1963.
