Suppose someone looks at you for just a couple of seconds before looking down, or past you, and then looks back at you. This non-verbal style tells you something important about the person you're engaging - sustained eye contact is undesirable. So mirror that, to establish a comfortable level of communication that's implicitly agreed upon by both parties. This is an unspoken level of communication. By mirroring the tendencies of the other party, you are sending a message of respect and concession to the communication style being modeled.
