L 'aver dato opera a questo Javora da solo, in mezzo alle cure di altri molteplici nffici, così pubblici che privati, spieghi a coloro cui parve che di troppo se ne attardasse il compimento, una delle cagioni per cui questi Atti non videro prima la luce. Altra ra gione di ritardo fa la cura non sollecita di alcuni fra colleghi del Congresso nel restitnzre le bozze di stampa avute in comuni cazione. Pel solo fatto di questa tardanza la pubblicazione, già pronta pel mese di giugno, dovè indugiarsi fino al settembre.
