This book tries to summarize Shenzhen's successful experience in innovative growth in the past over 40 years since China s reform and opening-up. Based on the evaluation of the effect of the policy implemented by the Shenzhen Science and Technology Innovation Commission in 2013-2015 to support the innovation and entrepreneurship development of more than 7,000 science and technology-based small and medium-sized enterprises (SMEs), this book explains the intrinsic reasons for Shenzhen's miracle of innovation, as well as the intrinsic mechanism and effect of the interaction between Shenzhen's government and the market. It aims to explore the principles of the mechanism behind toward an innovative and sustainable development path, which is insightful in urban governance and economic growth for global readers especially in public policy.

Jie Tang, was a former deputy mayor of Shenzhen, Guangdong Province, China, and is currently a member of the council of The Chinese University of Hong Kong, Shenzhen. He received his B.S, M.S, and Ph.D. degree from Nankai University. His main research fields include Economics of Innovation and Spatial Economics. His papers have been published at China Economic Review, Journal of Cleaner Production, Economic Modelling, etc. Co-authored books include “Hard Truths of the New Era: Guangdong’s Pursuit of HighQuality Development”, “A Study on Sustainable Development Model of Chinese City: Green and low Carbon Practice in Shenzhen”, “Shenzhen Growth: Land and Urban Renewal”, etc.
Xin Dai, Ph.D. candidate in the School of Economics and Management at the Harbin Institute of Technology, Shenzhen (HITSZ). Her main research fields include Innovation Economic Geography. Some of her papers has been published at China Economic Review, Comparative Studies (in Chinese), etc. Co-authored books include “High-Quality Economic Development in Shenzhen in the New Era”, “Shenzhen Growth: Land and Urban Renewal”, etc.
Qiang Pan, his main research areas include public policy, industrial policy and innovation, and human capital. Participated in a number of major national research projects; He has published articles in academic journals such as Comparative Studies (in Chinese), etc.
