Land Law - A Problem-Based Approach

Die Studie arbeitet erstens heraus, wie das Funktionsspektrum moderner Parlamente weltweit differiert. Gegenstand dieser komparativen Analyse sind die Volksvertretungen von 23 "alten", d.h. konsolidierten und zugleich traditionsreichen Demokratien. Zweitens wird analysiert, wie das jeweilige parlamentarische Funktionsprofil (Regierungsbildung, Gesetzgebung, Kontrolle, Reprasentation und Kommunikation) durch bestimmte Kontextvariablen (Regierungssystem, Parteienlandschaft, politische Vetospielergefüge etc.) beeinflusst wird. Drittens wird untersucht, welche spezifischen parlamentarischen Leistungsbilanzen (Gewahrleistung von Regierungsstabilitat, effektiver Gesetzgebung, Haushaltsdisziplin, Bürgervertrauen) aus der jeweiligen Machtausstattung resultieren. Das lasst dann Schlüsse darüber zu, ob durch bestimmte Funktionsprofile und Kontextbedingungen optimale parlamentarische Leistungen erzielbar sind.
