As a seasoned educationist and human resource manager with a vast wealth of experience, the author had observed over the years, public workers attitude to work and the key factors that can either make an employee engaged or disengaged in his workplace. These factors are also tools which employers can use to attract and retain workers. The author came to the realization that when the workplace is conducive, with adequate structures put in place, workers' effectiveness and efficiency will be enhanced. This work considered some key variables that will intrinsically spur employees into using the available resources to achieve organisational goals. This work will be beneficial to every employer whether in the public or private sector that would want to achieve organizational success and to every worker that wants to derive fulfilment and satisfaction in his job. The work will also serve as reference material to researchers and University libraries. It will also add to the body of knowledge. Therefore, this work is recommended to everyone that wants to achieve organizational success.
