Au mois de novembre 1896, le gouvernement français décidait l'envoi d'une mission en Abys sinie, auprès du négus Ménélick. Cette mission, confiée à M. Lagarde, gouverneur des Établisse ments français de la côte des Somalis, ministre plénipotentiaire et secrétaire général au ministère des colonies, comprenait, en outre, MM. Adam, inspecteur des colonies; Flemeing, administrateur colonial; Lafont, médecin des colonies; Vignéras, rédacteur au ministère des colonies; Minguy, administrateur adjoint; Encherie et Violain, agents des affaires indigènes de Djibouti.
