Mercel Shuazie wurde am 27. März 1977 in Bafut, Kamerun, geboren. Nach seinem Schulabschluss 1997 studierte er an der Universität von Buea und machte dort im Jahr 2000 seinen Bachelor of Science. Danach war er vier Jahre lang Rektor der Hochschule. Im Jahr 2008 erhielt er ein Diplom in Rechnungswesen von der Universität Siantou, und vor seinem MBA-Abschluss war er als Betriebsleiter tätig.
