Art. 12. Serán libres de todo derecho de introducción nacional, departamental o munici pal, los materiales necesarios para la construe ción y explotación del ferrocarril, asi como los víveres, enseres, ropas y útiles domésticos que durante el tiempo de la construcción de la línea, se introduzcan para el mantenimiento o uso de empleados y trabajadores, conforme a un pliego de especificaciones que se formulará de común acuerdo.
