Cuando en el siglo pasado se obro una revolucion en el Alto Perú, y se explicó su origen diciendo que era el último esfuerzo de la nacionalidad indígena, representada en Tupac Amaru, descendiente de los antiguos incas; se daba una solucion de circunstancias, pero exacta, porque el movimiento no afectaba sino un solo lugar, aquel en que aquellas circunstancias tenían su existencia y su predo minio.
