We all know that with each passing year there are more and more people living on Earth, technology and infrastructure become more complex, and the frequency and scale of man-made disasters steadily increase. Ideally, the reality of man-made dangers should trigger a commensurate social reaction, giving rise to collective protective mechanisms based on an analysis of the past, an assessment of the present and a prediction of the future. And as future threats and dangers are already now beginning to take shape, response measures for a safe and stable future existence must be urgently adopted and developed today. Having entered the third millennium, we need to turn around and take another close look at what has gone before in order to draw conclusions and prevent any repeat of past mistakes.
