This essay mainly talked about the situation of drug-abused and drug trafficking from the two important phase of history .The goal is to uncover the reason of drug-abused in a period of social transition which contained the environment, history and social groups factors exerts on the drug-abused before liberation, and the reason of drug-abused became various after liberation. Especially after reformation and exotic, the needs of market plays the important role during a period of social transition, the situation of wider the rich-poor gap and urban-rural gap makes the person himself have stress and sentiments and values change, and then the conflict between the personal values and social values happened and mainly represented the discrimination they suffered and the serious rate of re-drug-abused of the groups. Therefore, the searching for the cause of the drug-abused in the different phase of social transition takes the meaningful part on proposes about the drug-abuse for social policy.
