Sikkim is one of the brilliantly performing states of the country. It is quite remarkable how it has been able to combine high economic growth along with enhancing those things which make human development a distinguishable phenomenon from economic development as such. This would include, for instance, things like expansion of health (including immunisation) in which Sikkim has done well.
This Sikkim Report is an effective Human Development Report. There is always the danger that one can celebrate the achievements without actually taking note of the problems that a state faces. It is up to the Human Development Reports to outline both what is happening and what is not happening. The fact that this Report does so in an accessible and easily understandable way is a great tribute to this Report. -- Nobel Laureate Amartya Sen
