In December 1996, the Swiss Federal Council appointed an Independent Commission of Experts to investigate Switzerland's role in the Nazi period form a historical and legal point of view. The issues concerned financial and commercial transactions, Swiss- based investments, stolen cultural assets and refugee policy in the context of an international system shaped by the Nazis' war and expropriation economy and by their policy of annihilation. The Commission's final report is a crucial document on 20th- century European history.
