Regards croisés sur les intégrations régionales : Europe, Amériques, Afrique
Le foisonnement des intégrations économiques régionales est une donnée majeure de notre temps. Mais, ce phénomène recouvre des situations très variées. Le modèle d'intégration à l'européenne coexiste avec des expériences plus rudimentaires d'intégration qui vont de la simple zone de libre-échange minimaliste (ALENA), à des formes d'intégration plus sophistiquées (Mercosur, par exemple).
Face à un tel foisonnement d'expériences, le besoin s'est imposé de mener une réflexion approfondie sur les différentes facettes des intégrations et de croiser les regards sur cette riche thématique. La dimension comparatiste est complétée par une analyse fouillée des liens conventionnels que l'Union européenne entretient avec de nombreuses intégrations régionales dans le monde. Cependant, face aux évolutions chaotiques de certaines intégrations, resurgit parfois un retour en force du bilatéralisme dans la stratégie conventionnelle de l'Union européenne, ce qui pourrait fragiliser encore plus les groupements régionaux tiers concernés.
Cet ouvrage est le résultat d'un workshop qui s'est tenu à Rennes en juin 2008. La réflexion commune initiée par le Centre d'Excellence Jean Monnet de Rennes avec des Centres de recherche partenaires d'Afrique, des Caraïbes et des Amériques est à l'origine de la création d'un réseau de recherche adossé à une Chaire UNESCO sur les intégrations régionales dans le monde.
Interdisciplinary perspectives on regional integrations between Europe and the Americas, with links to Africa
The proliferation of regional economie integrations is a major feature of our time. Yet, this phenomenon covers a wide variety of situations. The European-style integration pattern coexists with more rudimentary experiences of integration, ranging from a mere minimalist free-trade area (NAFTA) to more sophisticated forms of integration (Mercosur being just one example). In the face of such an abuhdance of experiences, the need has emerged to conduct an in-depth analysis of these different facets of integration and to confront the results of our intersecting investigations into these rich themes. This comparative dimension is completed by a detailed analysis of the conventional links the EU has with numerous regional integrations across the world. However, in view of the chaotic evolutions of certain integrations, there sometimes occurs a powerful resurgence of bilateralism within the conventional strategy adopted by the European Union, which could further undermine other regional integrations.
This book is the outcome of a workshop held in Rennes in June 2008. The collective reflection initiated by the Jean Monnet Centre of Excellence in Rennes, with the cooperation of research centres that are our partners in Africa, the Caribbean and the Americas, was at the origin of the creation of a research network anchored in a Unesco Chair specialising in world regional integrations.
