About the author

LT. COL. RAYMOND A. MILLEN, USA, is a strategic analyst at the U.S. Army War College's Strategic Studies Institute, Carlisle, Pennsylvania. Infantry, ranger, and airborne qualified, he has attended a broad range of U.S. and foreign military education and training programs. He has served as platoon leader, as company commander in Operation Just Cause in Panama, and as a battalion executive officer. A graduate of the U.S. Military Academy, Colonel Millen also earned a master of arts degree in national security studies from Georgetown University in 1991. He lives in south-central Pennsylvania.
