Die Integration der neuen Länder in den bundesstaatlichen Finanzausgleich
galt als Nagelprobe auf die Anpassungsfähigkeit des deutschen Fäderalismus.
Enorme Verteilungskonflikte zwischen den Ländern und ein anhaltender Machtzuwachs
des Bundes wurden prognostiziert. Anhand von zwei zentralen Entscheidungsprozessen
untersucht der Autor, wie es dennoch zu Regelungen kam und weshalb ein
