The present Guide/CANEVAS for the analysis and evaluation of bids in the context of a contract awarded by Open Call for Tenders for works (National Procedure) is intended to facilitate the analysis and evaluation of bids and compliance with the evaluation stages, in accordance with the provisions set out in the Instructions to Candidates of the standard DAO for works drawn up by the current ARCOP-Niger. Very often, the members of the Committee responsible for analyzing and evaluating the bids come up against a problem of understanding the methodology to be adopted for carrying out an evaluation in line with the requirements and framework of the DAO (Section II: Instructions to Candidates /E. Evaluation and comparison of bids). In fact, some tender analysis reports contain the following shortcomings: lack of detail concerning evaluation criteria and qualification of bidders, failure to follow the evaluation stages or the fact that these stages have been interchanged, due to unfamiliarity with the texts and lack of experience in works contracts. This difficulty may also be due to a poorly prepared file.
