Social security in the Democratic Republic of Congo, embodied mainly by the Caisse Nationale de Sécurité Sociale (CNSS), is an essential pillar of social protection and a strategic tool in the fight against poverty. It still faces major structural challenges linked to low coverage, perfectible governance, mistrust on the part of the population and the lack of massive integration of the informal sector, all of which limit its effectiveness and impact on social cohesion. A number of solutions have been put forward, including: the gradual extension of coverage to the informal sector, the integration of community social protection mechanisms into the national system, the ongoing training of CNSS staff, the introduction of performance indicators and monitoring-evaluation systems, the regular publication of simplified financial reports, the adaptation of communication messages to local cultural and linguistic realities, and the creation of partnerships with civil society organizations and local authorities to relay information.
