Who doesn't remember the attacks of September 11, 2001, when the twin towers of the World Trade Center collapsed in the heart of New York? Never before has the feeling of anguish, worry and helplessness reached its peak in people's hearts. Our confidence in the systems that protect public buildings has never been so profoundly shaken. Similarly, our awareness of the weaknesses and vulnerabilities of advanced surveillance and warning systems has never been so widespread, leading many countries to seek a balance between security and individual freedoms. The reality is that since this tragedy, the perception of global risks has continued to evolve. It now incorporates new forms of concern about multifaceted and increasingly complex threats: from the effects of climate change to natural disasters, cross-border pandemics, geopolitical tensions and many other resilient and emerging threats. This underscores the need for increased vigilance and international cooperation.
