Human security, both a legal concept and an operational tool, responds to social and humanitarian challenges in Africa. It can guide harmonized African Union (AU) policies aimed at empowering citizens. The identification of human insecurities makes it possible to adapt this concept to the African context, and to build a law that meets security needs in times of peace as well as conflict. However, its adoption depends on the will of African leaders, although it is urgent in the face of security challenges and supported by the AU's Non-Aggression Pact. Perceived as an end in itself, human security should become a functional tool in development projects to better meet the needs of communities. The organs of the AU, despite the control of the decision-making body, could promote this concept. Finally, the AU must develop its own human security doctrine to support continental initiatives and strengthen regional social integration.
