About the author

Dr. Arthur L.C. Antoine, PE, PMP, DBIA, is a seasoned civil engineer, researcher, and project management professional with over 20 years of experience in infrastructure development across the Caribbean, North America, and beyond. He is the Principal and Chief Operating Officer of A-1 EGPMS Inc., a consultancy specializing in engineering, procurement, and project management for sustainable infrastructure solutions. In addition to his leadership at A-1 EGPMS, he brings his expertise to Axiom Consulting and Project Management, where he directs project delivery strategies.
Dr. Antoine has held senior roles with top global firms, including Mott MacDonald, Shrewsberry & Associates, Halcrow and CH2M, managing multidisciplinary teams and large-scale projects. He also served as Lead Project Engineer for the Caribbean Development Bank’s Natural Disaster Management Program in Saint Vincent & the Grenadines. An advocate for collaborative project delivery, he champions data-driven decision-making to enhance transparency and governance. Passionate about STEM education and mentorship, he actively supports workforce development and career readiness in underrepresented communities. Dr. Antoine holds a PhD in Civil Engineering from the University of Colorado Boulder, an MSc in Ocean Engineering from Texas A&M University, and a BSc in Civil Engineering from the University of the West Indies, St. Augustine.
