Tleubaev Seraly Shabayevich Doctor en Filosofía, Profesor, se licenció en el Instituto Estatal de Cultura de Moscú en 1985, obteniendo el título de profesor de disciplinas coreográficas. Defendió sus tesis de licenciatura y doctorado en la Universidad Nacional de Kazajstán que lleva el nombre de Al-Farabi, especializándose en Teoría e Historia de la Cultura.
