This book was born out of the final project for the Specialisation in Planning and Management of Public Policies at IFCE - Canindé and was able to investigate how the policies for living with drought in the hinterlands of Canindé dialogue with agrarian social movements, represented here by the Santana da Cal Settlement, 28 km from the municipality's headquarters. The method applied is dialectical materialism-history, which allows us to study the possible historical conflictual relationships between agrarian social organisations, the settlers and the government in the development, scope and guarantee of policies for living with drought in the Canindé hinterlands.

I graduated in Tourism Technology and Management and specialised in Public Policy Planning and Management at the Federal Institute of Education, Science and Technology of Ceará (IFCE) - Canindé Campus. I've always been very curious about the modus operanti of public governance and recently I've been able to delve deeper into the subject of 'coexistence with the semi-arid region'.
