He is a certified management consultant (CMC) and is a widely published author. He is the author of over 200 articles and reports for such publications as the Harvard Business Review and has authored Strategic Planning for Public Managers (Quorum Books, 1991), and has co-authored three other books dealing with management in the public sector.
