About the author
JAMES D. TARVER is a Professor in the Department of Sociology and Anthropology at Howard University. He was formerly a demographic consultant for the United Nations and a Professor of Demography and Acting Dean, Faculty of Social Sciences, at the University of Botswana. His more than one hundred publications have appeared in journals such as
