GREGORY S. BUTLER, Assistant Professor, Department of Government, New Mexico State University, has written a number of articles and text materials dealing with political philosophy and American political institutions and processes.

JAMES D. SLACK is an Associate Professor in the Department of Public Policy and Administration, School of Business and Public Administration at California State University at Bakersfield. He has authored or coauthored numerous books and articles in the area of public administration and public policy, including Local Government Information and Training Needs in the 21st Century (Quorum, 1994).
