About the author

Malcolm Prowle has held senior posts in the public sector and has lectured at two university business schools. A management consultant with a major consulting firm, he has extensive experience of public sector reform in the UK and overseas. He has also been an advisor to the World Health Organization and a House of Commons Select Committee.
