Current trends in the development of global civil aviation imply the need for continuous improvement of the air traffic control (ATC) system in order to increase the capacity of ATC elements while unconditionally meeting flight safety requirements.One of the main factors limiting the throughput capacity of ATC systems is the capabilities of an ATC dispatcher who performs constant voice radio communication with the aircraft crew at all stages of flight. According to ICAO documents, in the foreseeable future, the ATC controller will remain the central link of the ATC system, and the voice radio exchange between the ATC controller and the aircraft crew will remain the main method of communication between ATC services and aircraft. Under these conditions, the quality of operation and reliability of the aviation command communication channels, which transmit voice information, the reliability and timeliness of its delivery to aircraft crews and ATC dispatchers, has the greatest impact on the achieved level of flight safety.
