Organisations operate in an increasingly complex environment, constantly subject to various types of pressure, both internal and external. Public organisations are part of this scenario, and are increasingly being asked to deliver better performance as a result of efficient management mechanisms for their obligations. With the evolution in the use of computers and the media, new forms of state-society relationship models have been defined that are increasingly based on new information and communication technologies - ICTs. These technologies therefore have the potential to build a new relationship between government and citizens, as it is assumed that they can enable a more efficient, democratic and transparent public administration. It is in this context that e-governance emerges, encompassing citizens' involvement with the government by electronic means, allowing society to have a free say in government actions.
