This study is devoted to the analysis of the scientific foundations of legal policy, their methodological justification. The problem of scientific substantiation of legal policy is studied in the framework of analysing the concept and meaning of legal policy in modern society, its goals, objectives, priorities, forms of implementation. The factors determining the necessity of scientific substantiation of legal policy are revealed. The comparative-legal method is widely used for the purpose of comparative scientific and cognitive analysis of the doctrinal level of legal policy in the CIS countries. A separate section of the study touches upon the scientific foundations of legal and educational policy, which in comparison with other directions and forms of its implementation should have a high doctrinal level, because it affects the sphere of legal consciousness, legal science, legal knowledge, legal ideology.
