The main objective of this research is to analyse the acts issued by the public administration of the State, its institutions and public officials, which are considered administrative acts that in some cases transcend the limits of the law, and therefore violate fundamental rights, which creates a legal effect, therefore, this act generates the administrative act.In the Dominican Republic, there are companies that offer public services, such as telecommunications companies, commercial banks, electricity generators, etc. They have a relationship with the State, since the State is the guarantor of the commercial activities that they offer to citizens. They tend in many cases to issue acts that would violate the economic situation of consumers, as they are inappropriate, arbitrary and illegal, affecting people's rights, also generating administrative appeals.
