First of all, it should be pointed out that this research work has been carried out due to the author's interest in knowing the influence of the communication of Peruvian heads of state during the years in question. It has been fundamentally taken the end of Alberto Fujimori's government, the transition government of Dr. Valentín Paniagua and the beginning of Dr. Alejandro Toledo's government. The main objective of the thesis was to analyze how the communication of the heads of state has influenced the governance of Peru during the presidential periods of 1999-2002. It was taken into account that: The rulers under study had their own communicative styles. The rulers under study had to communicate in a permanent and transparent manner. In addition, all rulers must inform the people of everything that is of public interest. The rulers will be able to fulfill their promises depending on their feasibility. Governmental actions undoubtedly have an impact on citizens and finally, presidential messages do not always go hand in hand with the reality of a country.
