Ruzieva Dilobar Isomjonovna formou-se no Instituto Bukhara de Tecnologia da Indústria Alimentar e Leve em "Economia da Organização da Indústria Alimentar" e especializou-se como engenheiro-economista. Doutor em ciências econômicas, professor interino. Cerca de 150 de seus trabalhos científicos foram publicados.
