The analysis of the Right to Water, its implementation, and the design of guarantees that allow every inhabitant of our land to have water in sufficient quantity and adequate quality, require, in my opinion, prior knowledge of the basis of human development, of the availability of water resources on our planet, in our continent, and in our country, of their sustainability, of the uses of water, and of the importance of water for the development of humanity. For this reason, the following paper comments on aspects of these issues, which are considered substantial. The length of these comments has been limited as much as possible, trying not to divert attention from the main objectives of the text, which are to learn about the reality of water issues; to evaluate water as a human right; to evaluate water as a state policy; to examine possible guarantees of this right; and to propose a legal system in this sense, to encourage the start of an in-depth debate on the subject.
