This guide is designed for your use, whether you are an elected official, a public official of a community or the State, a partner in local public action, or simply a citizen. It is carried out based on an inventory of the situation in large communities and intermunicipal cooperation establishments. The decentralization policy advocated by the Chadian government is the tangible expression of the deep aspirations of the Chadian people. To provide greater clarity in the conduct of decentralization policy in Chad, the Government adopted the Decentralization Master Plan (SDD) which provides strategic orientations and action programs for the operationalization of decentralization. This guide offers the possibility of reflection and perspective for current management executives. It provides possible avenues for improvement in certain areas of organizational management that are their responsibility. As such, it offers perspectives for managing change and improving the performance of local public services in decentralized communities.
