Das Buch verfolgt eine doppelte Stoßrichtung: Einerseits erklärt es die Unterschiede in der Höhe der Defizite der deutschen Bundesländer, andererseits werden auf Basis der empirisch festgestellten Kausalfaktoren Reformoptionen für eine effektivere Begrenzung der Defizite identifiziert. Leitend ist dabei die Differenz zwischen strukturell erzwungener Verschuldung und wiederwahlorientierter Verschuldung. Die empirischen Ergebnisse zeigen, dass die wiederwahlorientierte Verschuldung überwiegt, insbesondere sind die Defizite umso höher, je breiter die Macht in einem Land zwischen unterschiedlichen Regierungsparteien verteilt ist.
