Lynne C. Capehart, BS, JD, is a consultant in energy policy and energy efficiency, and resides in Gainesville, FL. She is co-author of Florida’s Electric Future: Building Plentiful Supplies on Conservation; the co-author of numerous papers on PURPA and cogeneration policies; and the co-author of numerous papers on commercial and industrial energy efficiency.
