It is accepted that the principle of integral protection is one of the most fundamental, but we cannot say that it has more influence than the other principles regulated by the Statute of the Child and Adolescent. The fact that it is so important is due to the fact that it is at the beginning of the legislation. With the spread of the ECA, children and adolescents have been introduced to the community in need of specialised care. The Doctrine of Integral Protection, which originated in the Convention, guides the reception of children and adolescents. It is therefore imperative that the state and society, through actions aimed at devising public policies, put in place local reception flowcharts provided by governmental or non-governmental organisations. It is well known that children and adolescents are subjects of rights and duties. However, in order to guarantee these rights, the procedures for implementing the child and adolescent care policy are laid down in a specific statute, through governmental and non-governmental actions by the Union, the States, the Federal District and the Municipalities.
