There are various laws and guiding documents drawn up by the Brazilian government and international organisations with the aim of guaranteeing the rights of people with disabilities, but resistance to accepting human diversity hinders inclusion. The Brazilian Law on the Inclusion of People with Disabilities, Law 13.146 of 6 July 2015, was created to give prominence to Legislative Decree No. 6.949 of 25 August 2009 of the International Convention on the Rights of Persons with Disabilities, to which Brazil is a signatory, as well as in response to calls from social groups seeking the effectiveness of public education policies in the country.
