The fight against corruption, as an expression of one of the great dilemmas facing humanity today, is a subject that calls for reflection and demands the search for radical solutions to these problems. There is a consensus that corruption has reached such dimensions that it has become an obstacle to economic and social development in many countries, such as Venezuela, for example, because it has come to undermine all areas of action that compromise public trust, where the official uses his position or investiture for personal gain. Millions of dollars are diverted from the public benefit to the pockets and private accounts, to the detriment of the life of the most needy and legitimate owner, which is the people. Corruption, in its new and changing forms of expression, is not only a crime, but also a way of disorganizing society, to which are added the ethical and moral phenomena inherent in the development of science and technology.
