About the author










Darshana M. Baruah is a foreign policy scholar with a focus on maritime security, with experience at think tanks based in Delhi, Canberra, Tokyo, Sydney and Washington, DC. She established and directed the Indian Ocean Initiative at the Carnegie Endowment for International Peace in Washington, DC to highlight policy priorities through research, and she is currently based in Singapore where she leads the Indo-Pacific Defence and Strategy Programme at the International Institute for Strategic Studies (IISS). She regularly engages with policymakers and government officials across the world on issues of maritime security, the Indo-Pacific, and geopolitics.
