The institutional relationship between the Guardianship Council (TC) and the Child and Adolescent Budget (OCA) and its impact on socio-educational policy for adolescents in conflict with the law. This study is interested in presenting the constituent elements of the public budget so that tutelary councillors can better understand and handle their mission of advising the municipal executive in drawing up the budget proposal for plans and programmes for children and adolescents. And, in the focus of this dissertation, on the resources of the public budget in the development of socio-educational policy, comprising the execution of socio-educational programmes, categorised as restriction of liberty, such as Community Service Provision (PSC) and Assisted Liberty, which are the responsibility of the municipal executive branch. Brazilian legislation, the Statute of the Child and Adolescent (ECA), reflects the rights of the child-adolescent segment as citizens and, for this very reason, holders of special rights due to their peculiar condition as developing people, thus implying their recognition as an absolute priority in the public budget.
