Since its foundation in 1889, the National University of Asunción has been considered a bastion of university education in Paraguay, and the Instituto Superior de Arte, founded in 1996 by the artist and educator Olga Blinder, is part of it. In 2015, the outbreak of the protest called #UnaNoTeCalles generated a tension that has had repercussions to this day, of which the critical demonstrations were part. In these actions, political and social positions are intermingled, of which the Institute - due to an absence of will or mere indifference - did not concern itself, and of which a small number of students and teachers have protested, bannering a cause that they believed to be just: reform and innovation within the Institute.

Fernando Colmán (1990), est étudiant en arts visuels à l'Universidad Nacional de Asunción, a publié dans la revue [[I2] de l'Université d'Alicante, et participe à des programmes de formation à UAbierta - Universidad de Chile et au Seminario Espacio Crítica depuis 2016. Il est l'auteur du recueil de poésie Zona de Maniobras (2018).
