Terrorism from its origin has formed very strong links within the Latin American region, and its purpose is to cause horror, consternation and death within the countries that make up the region. Year after year terrorism has been internationalized to the point of having joint trainings between terrorist groups. The mutations of terrorists and their increasingly sophisticated strategies allow them to evade governmental controls, making counter-terrorism efforts ineffective.
