The President of the Republic is a pivotal institution in DR Congo. He is the central political figure. As such, the Constitution grants him powers that he either exercises alone or shares with the Prime Minister, head of government. However, the constitutional powers attributed to the President of the Republic are likely to go beyond the constitutional framework and into the real world. These powers can either be enlarged or narrowed, depending on the majority fact. The present work therefore analyzes each of the majority facts in the Congolese context, and their impact on the scope of the powers of the President of the Republic.
