Luis Tapia estudou ciências políticas (secção de sociologia) na Universidade Complutense de Madrid e planeamento regional na Universidade de Los Andes em Bogotá. Tem um mestrado e um doutoramento. É autor de vários livros sobre o desenvolvimento territorial na região amazónica. Foi professor em várias universidades.
