The research work that we present was carried out with the main objective of determining the influence of the administrative mechanics and the legal framework of public officials in the organization of urban transport of small vehicles in the provincial municipality of San Roman, in the study carried out has the purpose of proposing proposals of the local government in the organization of transport with the participation of citizens. As for the methodology applied, it is descriptive, because it systematically describes and interprets the characteristics of the study variables, according to its purpose: it is a theoretical type of research, and according to its strategy it is a descriptive type of research. The design used is non-experimental research, of the probabilistic sampling type, therefore the linear correlation design was applied, with a study sample of 326 drivers. The technique used was the survey. As for the instruments used, we have: the questionnaire. It was concluded that there is a very significant influence of the administrative mechanics and the legal framework implemented by the provincial municipality of San Roman.
