This book evaluates the results of the implementation of the public policy to promote micro and small companies in government purchases, established by Federal Complementary Law 123/2006, based on the calls for tenders carried out by the Belo Horizonte Reserve Officers Preparation Centre - CPOR, between 2004 and 2015. The results showed that small businesses won 87.78 per cent of the items up for tender, while medium and large companies won 12.02 per cent. In financial terms, MSEs accounted for 92.78% of the total bids made by the agency, compared to 7.22% for other companies. These figures indicate the absolute dominance of small businesses in the agency's tenders, regardless of the subject matter. They also indicate that small businesses have been able to compete with and beat medium-sized and large companies, which may lead to the conclusion that the implementation of the public policy to promote MSEs in government procurement is achieving the proposed objectives, at least in this federal agency.
