The main objective of this research is to examine the electronic litigation procedure in the arbitration of state contracts with regard to the protection of consumer rights. The text is divided into two parts. The first part presents the changes in administrative litigation procedures in Colombia and some Latin American countries in the last decade of the 20th century. The first chapter examines the innovations in administrative law in Colombia and the second chapter points out some basic aspects of electronic law compared to countries such as Chile, Argentina and Spain. The second part of the research aims to describe arbitration in state contracting within the framework of Colombian legislation on electronic procedures. Firstly, the historical background of arbitration is examined, followed by an approximation of state contracts with the application of ICTs, and finally, the protection of consumer rights in arbitration in state contracts is analysed.
